white house for ten days. i'm steve handelsman, news4, cincinnati. >> vice president joe biden was in virginia today campaigning. he spoke this morning at heritage farms in sterling. the vice president told the crowd that president obama would ensure a better future for all generations of americans. democratic senate candidate tim kaine also spoke at that rally today. we'll have more on governor romney's big push for voters in fairfax in the next half hour. there is a last-minute show of support tonight for the ballot measure question 6 in maryland. that measure would allow same-sex marriage in that state, and today supporters, including maryland's governor martin o'malley, held a rally at the university of maryland. but it comes after some protests from the pulpit over the weekend. chris gordon in college park, maryland, now with more on this. chris? >> reporter: good evening. maryland is one of four states where voters will go to the polls tomorrow and cast ballots for or against same-sex

marriage. here at the university of maryland today, they held the final rally of supporters. >> every person should be treated fairly and equally under the law. that's what it means to be an american, isn't it? >> reporter: the governor urged these university of maryland students to help make history, voting for question 6 legalizing same-sex marriage. >> this would be an historic vote, because never before has a state at the polls affirmed civil marriage equality for all of the people of that state. >> there's no reason we should limit the rights of other people. i have friends that are in the gay and lesbian community. and i want them to have the same rights as i do. >> reporter: congressman steny hoyer says the pursuit of happiness is an inalienable right. >> it's not a question of religion, it's a question of the principles of the united states. >> reporter: del mond coats said

question 6 is about civil rights. >> it allows religious institutions to define marriage according to rights and beliefs but extends equal treatment under the law to gays and lesbians. >> reporter: but there are many pastors preaching to vote no on question 6, saying same-sex marriage is a sin. >> it's against the word of god. god made man and woman. i think they should have a mother and father, not two mothers, not two fathers. >> proper sexual behavior is within the context of marriage. one man, one woman, for life. >> reporter: now, a handful of states, and the district of columbia, where same-sex marriage is legal, it was enacted by lawmakers and courts. tomorrow, maryland voters will get to decide its future here. at the university of maryland, in college park, chris gordon, news4. back to you.

>> chris, thank you. news4 is working for you as voters head to the polls. for details about questions on your ballot, check out our voting guide on nbcwashington.com. it's going to be a cold election day. and some of us could even see some snow this week. doug kammerer is watching another coastal storm that's developing out there. what's the latest, doug? >> right now you mentioned the cold temperatures. tomorrow morning the polls open very early. we're talking about the coldest temperatures we've seen so far this season. that's why we have a freeze warning in effect for the entire i-95 corridor from fredericksburg all the way to baltimore back to the west and in through southern maryland. you folks in western portions of virginia and west virginia, not under a freeze warning because you've already seen your freeze. the rest of us have not seen temperatures below freezing, at least many of us, and we will just about all of us see those tonight. we'll watch out for those. a very cold start to your morning. the pattern is set. we've been talking about this

coastal storm since last week. we're going to see cold air move in, and we have the area of low pressure moving up the coast. i do think we have a chance to see some snow in our area. but once again, we will not get nearly the impact unfortunately as those areas that saw sandy last week. they're going to be in for potentially a moderate to major impact once again from this storm. we'll talk more about how it will affect us coming up in my forecast. that storm could complicate recovery efforts and create new problems for tens of thousands of people who still have not been able to return home. there are more than 1 million people now still tonight without power. jay gray has our report. >> reporter: it has been a full week now, and while there are some signs of progress, today the staten island ferry was packed with people going back to work and school for the first time. still, the devastation, the difficulties stretched for miles in the wake of sandy.

communities ripped apart, struggling to survive. >> it's not the same everywhere. so when i leave here, i'm going to go to some of the areas that are still without power, heat, transportation, and the like. >> reporter: at least 11,000 people are in 178 shelters across seven states right now. more than 1 million don't have electricity, and more than 200,000 families are homeless after the storm. >> we don't know where we're going. but we have each other. >> reporter: families, friends and volunteers continue the hard work along the front lines of this recovery. >> a big disaster over here. >> reporter: they're focusing on polling places hoping to generate the opportunity for everyone to vote. power will be moved in where it's needed, but in some areas that just won't be enough. in new york city alone, more than 60 polling places have been moved or closed because of the storm. officials are scrambling now for other options.

while cleanup crews continue to scramble to get as much done as possible before the next storm, a harsh nor'easter moves in. >> the forecast is for continued cold weather for much of the week and potentially a serious storm with wind gusts of 40 to 50 miles an hour beginning wednesday afternoon and into thursday. >> reporter: way too soon for millions still reeling from sandy. jay gray, nbc news. coming up on news4 at 6:00, a teenager is accused in a rape at a howard dorm. and that wasn't the only crime. we'll tell you what he confessed to police. a mother just wanted to give her son a better view at the zoo, but things quickly turned into a horrifying scene, as visitors and family looked on. and our decision 2012 coverage continues with specific tips on how to beat those election day crowds. are you scared to turn on your tv? are you frightened you might see another political ad?

tonight there are new details about the teenager arrested in connection with two violent attacks in the district. last month a woman in northeast was stabbed and left for dead. days later a student at howard university was allegedly raped in her dorm room. darcy spencer has more on the suspect who police say was able to get into buildings that were supposed to be secure. >> reporter: a teenage sexual assault suspect told detectives he did not rape a 19-year-old howard university student in her dorm room last friday. he said the sex was consensual. he admitted to detectives that he forced his way into another woman's apartment on rhode island row in northeast d.c. and stabbed her after she resisted. he asked detectives if she was dead, saying, i didn't mean to kill anyone. i was just going to take what

she had. documents show the suspect wrote down his first name and cell phone number on a piece of paper inside the howard dorm room. he gave it to his victim after allegedly raping her. police tracked that number to an address here on fourth street in northwest washington, where the suspect, 19-year-old demarco miles lives with his mother. he was arrested and charged in the two violent attacks. >> for the price that we're paying for this school, and this tuition, it's really just horrible the way we have to honestly live in fear. >> reporter: the howard student tells police her attacker appeared in a room and made casual conversation. she told him to get out but he didn't. she told police she started texting a friend, then the suspect pulled a set of brass knuckles with a purple blade. documents show he randy her. that's allegedly when he wrote the note saying, since you don't know me, here's my number, and called her an expletive. the fact that he could get in a

woman's dorm passing locked doors and sign-in process for visitors, has many students upset. one student told us she's moving out. >> i think this was just kind of a final straw. i don't think it's worth the money to be living here for this to happen. >> reporter: darcy spencer, news4. they say that today is one of the deadliest days in the uprising in syria. at least 50 syrian soldiers were killed in a car bomb explosion in the central province of hamma. that's according to syrian activists. at least 20 rebel fighters were also killed today from a military air strike near damascus. the activists say government forces launched attacks in neighborhoods all over the country. more than 34,000 people have been killed in syrian violence over the past 19 months. a hearing is under way right now for the american soldier accused of murdering 16 afghan civilians. prosecutors are laying out their case against staff sergeant robert bales at a military base in washington state. today they showed video of what they say is bales returning from

his shooting spree in march. the hearing is expected to last about two weeks. it will determine if there's enough evidence for a court-martial. the u.s. presidential elections are important to more than just americans. tonight people around the world feel that they have a stake in who wins tomorrow. israel overwhelmingly supports mitt romney because of hits outspoken comments against iran. but about 75% of europeans who were polled favor president obama. japanese also favor the president. but many people in pakistan are hoping for a change. many pakistanis do not like the u.s. drones over their country. here at home, virginia will also play a key role in a fight for control of congress. pat lawson muse explains now what's riding on a very close race between tim kaine and george allen. >> the race for u.s. senate in virginia is one of the most closely watched in the nation. it's one of the few that could tip the balance in the senate.

the candidates are familiar, of course, to virginia voters. former virginia governor kim kaine once chair of the democratic national committee and george allen, another former governor who lost this senate seat to jim webb in 2006. webb is retiring, along with other senators in six other states. virginia is a target for the gop because of just how close this race is. the latest nbc news "wall street journal" poll before election day shows tim kaine leading 49% to 46%. but the margin of error is 2.9 percentage points. potentially making this race a dead heat. if george allen wins tomorrow, it will flip one seat to republicans, who are trying to take control of both houses of congress for the first time since 2006. >> thank you, pat. doug here now with more on the forecast. it was a little lighter this morning but a little colder, too. >> a lot colder, and much darker right now. a lot of people noticed that on

their drive home tonight. you talk about the temperatures. man, has it been cold out there. these are temperatures we would see in late december than what we've seen in the early portions of november. out there right now, not a bad evening, as long as you've got your coat on. maybe the heat on in your car. high temperature today, only 49 degrees out at the airport with a low of 41. today, once again, below average by 13 degrees. this is nine days in a row below average. i think tomorrow will be 10. wednesday and thursday will be 11 and 12. then maybe we start to go back up a little bit. that would be nice. temperatures out there now, 46 degrees at the airport. winds out of the north at about 9 miles per hour. that puts our windchill down around 40 degrees. so a very chilly evening. not just chilly here. take a look at these numbers. already down to 39 in gaithersburg, 36 the current temperature in winchester, 43 in culpepper and 41 near la plata.

we have freeze warnings from  baltimore all the way down to fredericksburg, southern portion of maryland. half of the state of maryland. and back to the west, martinsburg, winchester, you're not under a freeze warning because you've already seen a freeze this year. most of the areas have not been below freezing, but i think everybody will get there overnight tonight. as far as the radar goes, no rain to talk about in our region, but that's not going to be the case in the next couple of details. a pretty strong storm system digging down to the south right now. this will dig down to the south and move up the coast as an east coast storm. and eventually a nor'easter, in places like new jersey, toward new york. for us, 3:00 p.m. on wednesday, i think this will have a low impact on us. maybe starting off with light rain. then possibly switching to snow, depending on the exact track of this storm. 11:00 on wednesday night, i think this would-be snow if it was making its way in here, some of the latest computer models keep this offshore now, which means less much pact for us. jersey shore, new york, the same

areas hit hard by sandy are going to get hit again very hard by this. there could be major beach erosion one more time after what we just saw last week. that's not good news for them. for us, i think this is still a fairly low impact event. but we're going to be watching the scenario play out very closely. some concern, some inland snow. not a big deal for us. isolated slick spots, though, especially thursday morning. that could cause a few problems. again, the coastal issues will be the biggest scenario playing out from the delmarva all the way up towards new york and boston, which could see 60-mile-an-hour winds with this storm. so this is going to be a big storm. for us, however, we miss out on the biggest impacts of it. mostly clear, cool, but nice this evening. temperatures 40 to 46. i need to lower those because some areas are already in the 30s. tomorrow morning, 24 in some of the coldest areas to about 35 in the city. mostly clear and cold tomorrow afternoon. morning sunshine, afternoon clouds, continued chilly.

45 to about 50 degrees. windchills in the low 40s all day long. cold air sticks around. wednesday, thursday, watching that coastal storm closely. watch this. here comes friday, saturday, sunday and monday. temperatures warming up nicely. we could be near 70 in some areas by late sunday and monday. so it looks like the cold stretch will be over. i don't see it coming back for >> that will be welcomed. people need to bundle up if they're going to go to the polls tomorrow. >> tomorrow morning is going to be really cold, so make sure you're ready for that. ing up, to virginia voters. find out how the candidates hope to win over this crucial battleground state. fines are now lower for people who speed in the district, but there are some who say the program is a cash cow. we'll hear what mike shanahan has to say, a day after his controversial post-game comments. elsewhere in the nfl, a

in virginia, we know education means opportunity. that's why tim kaine expanded pre-k... championed higher ed and job training... helping make virginia "the best state to raise a child." but george allen has not made our kids a priority. as governor, he tried to cut funding for public schools. in washington, allen voted to end tax deductions for college tuition. and now, a budget plan that devastates k-12 classrooms-- all to pay for even more tax breaks for the wealthy. seiu cope is responsible for the content of this ad.

in less than 24 hours, the polls will open on election day, the presidential race likely to be decided by a few battleground states, including, of course, virginia. >> latest polls show them in a virtual tie in the commonwealth. julie carey is in fairfax where mitt romney was making his final pitch today. julie? >> reporter: well, in the quiet you see outside the patriots center right now is not representative of what it was like most of the day. it was busy and it was noisy. mitt romney supporters seemed determined to show there is not an enthusiasm gap on their side as they hope to put virginia back in the republicans' column tomorrow.

this final day of campaigning brought mitt romney one of his largest and loudest rallies in virginia. >> if anyone wants to know where the energy is, if anyone out there that's following american politics wants to know where the energy is, just come right here in this room and you'll see it. >> reporter: and their cheers grew louder when ann romney asked this question. >> are we going to be neighbors soon? >> reporter: while about 8,500 romney supporters filled the open seats in the patriots center, there wasn't enough room for everyone who came. so about 3,000 listened from outside. after a grinding 17 months of campaigning, first to win the gop nomination, now to win the presidency, it comes down to virginia. most political observers agree it's a must-win for mitt romney if he hopes to claim victory. they show the race deadlocked in the commonwealth. romney stretched out his usual

stump speech today talking for almost 40 minutes before making his final pitch for help in getting out the vote. >> now we are very, very close. the door who a brighter future is there. it's open, waiting for us. i need your vote. i need your work. walk with me. let's walk together. tomorrow is a new beginning. >> reporter: many of the supporters and elected leaders who came to this rally spent the weekend doing just what romney asked, going door to door, making phone calls. and they are optimistic. >> i think the intensity is everything. you compare where we are now to where we were in 2008, it's like night and day. the intensity is just incredible. >> we just want someone who is a true leader, someone we can count on to turn our country around. and make us prosperous again. >> reporter: george allen also joined mitt romney on stage today. he, too, is locked in a tight

race with democrat tim kaine. both the senate candidates and presidential campaign will be headquartered in richmond tomorrow night and we will be there with them watching the returns. for now reporting live from fairfax, julie carey, news4. earlier today president obama was in columbus, ohio, speaking at a rally at the nationwide arena there. bruce springsteen opened for the president. springsteen and his wife are traveling with the president today. springsteen joked that he agreed to go along with the president because mr. obama offered to give him a ride in air force one. >> a final push in the debate over expanded gambling in maryland. the item appears on the ballot as question 7. if it passes, table games and a new casino would be build at national harbor in prince george's county. the measure could generate millions of dollars for the county and state and create thousands of jobs say supporters. but opponents say that's not the case. >> not one bent dime has gone to

education. >> i want to hire people from this county and this state. we're talking 4,000 jobs. >> they've spent more than $70 million to make their cases to the voters. election officials in d.c., maryland, virginia, say voters should expect long lines when they head to the polls tomorrow. they're also asking people to go prepared. jackie bensen has some important information you might need. >> reporter: officials in d.c., maryland and virginia say it is unlikely the long lines and strong interest will reduce waiting times on election day. >> they voted absentee, almost 10% of them. but we have close to 100,000 more registered voters this year than we had in 2008. so there are a lot of people who have yet to vote. they will be showing up tomorrow. >> reporter: all voters in virginia and some first-time voters in maryland will be required to show some form of identification. there are at least 30 forms of valid i.d., including an i.d.

card from your employer, public or private, and it does not have to be a photo i.d. election officials in d.c., maryland and virginia agree that the best time of day to avoid long lines at the polls is between 10:00 a.m. and 4:00 p.m. >> the middle of the day is the best time to vote if you don't want to vote in a line. >> reporter: even poll opening and closing times vary from state to state. in virginia, polls are open from 6:00 a.m. to 7:00 p.m. it's 7:00 a.m. to 8:00 p.m. in maryland and the district. >> we anticipate that people will -- that there will be a large volume of people as we start the day off in voting. but we definitely think that that will calm down by noon. >> reporter: in fact, there are soany changes this year, that it's vitally important to check your state board of elections websites before you head out to vote tuesday morning. jackie bensen, news4. d.c. residents are not required to show proof of residence to vote, but some polling places do require i.d.

to enter the building. we invite you to a special one-hour edition of "nightly news" tonight at 7:00, and after news4 at 11:00, we invite you to stay with us for a news4 election special. people in the northeastern part of the country are bracing for what could be a another storm this week. it could surely complicate efforts to clean up from hurricane sandy in new york and new jersey. more than 1 million people are still without power after that big storm. and it could be weeks before tens of thousands of others are able to get back into their homes. witnesses to a terrible mauling at a zoo in pittsburgh say protective netting failed to break the fall of a 2-year-old child who fell near an exhibit of wild dogs. the boy was so small, he bounced off the netting and into the dog pen. it happened on sunday. the dogs killed that boy before zookeepers could intervene. the zoo officials said the mother lifted her son on the railing so he could get a better

view. a father is facing charges after his 4-year-old fell from a high-rise building in silver spring. christopher harley left his child unattended last month. the 4-year-old fell from a ninth floor window. he's still in the hospital in serious condition. harley has been charged with child neglect. the cost of most speed camera tickets in the district is going down. drivers complained that tickets in d.c. were two or three times more expensive than those in nearby counties. now speeding up to ten miles over the limit will cost $50 instead of $75. going 11 to 15 miles an hour over the limit you'll pay $100. but more than 25 miles over the limit will cost you $300 instead of $250. instead of promoting safety, many people say that d.c. speed camera programs are focusing on profits.

>> most people i talked to are convinced that our automated traffic enforcement program cameras is mostly about raising money for the district's budget. >> d.c. police say the speed camera program has cut down on the number of traffic deaths in the city. a staggering number of political ads have aired on tv this campaign season. have you noticed? and while there's a lot of excitement about tomorrow's election, pat collins found out there's also a lot of excitement about those ads going away soon. >> reporter: when did this campaign start? >> four years ago. >> reporter: when does it seem like it started? are you ready for it to end? >> i don't want to hear anymore more news. >> reporter: the candidates,

taking a multivitamin turns out may not do anything to help men's hearts. that's according to a new study from brigham and women's hospital in boston. researchers there followed 14,000 middle-aged doctors over a decade. half of them took multivitamins, but after the study it showed no difference in heart disease. however, the men who took multivitamins did have an 8% lower rate of cancer than those who didn't take the multivitamins. metro is apologizing after the system closed early over the weekend. it was because of the time change. between saturday and saturday night and sunday. that glitch left many without a

way to get home late at night. tonight metro issued a statement, it apologizes to customers for any inconvenience. redskins park now with a look at sports. carol? >> coming up in sports, delivering a message that will inspire you. plus, the redskins head coach mike shanahan had some explaining to do. [ earnest ] out of the blue one day,

we were told to build a 30-foot stage. gathered the guys and we built that 30-foot stage, not knowing what it was for. just days later, all three shifts were told to assemble in the warehouse. a group of people walked out on that stage and told us that the plant is now closed and all of you are fired... i looked both ways, i looked at the crowd, and...we all just lost our jobs.

we don't have an income. mitt romney made over 100 million dollars by shutting down our plant and devastated our lives. turns out that when we built that stage, it was like building my own coffin, and it just made me sick. 37 in gaithersburg already. 36 down towards huntingtown. 43 in manassas. easily the coldest night we've seen so far. everybody here is under a freeze warning. it will be cold tonight. up towards hagerstown at 27 degrees. 25 in martinsburg. 25 in manassas. 28 in la plata. the district may be staying above that 32-degree mark, but just right outside in some parts of d.c. will get below 32 tonight. it's going to be a very cold night. and a very cold start to your day tomorrow. many of the polls open at 7:00 a.m. expect a taeemperature of 35, 3 degrees. temperatures only warming up to about 46 degrees. still very chilly. the high tomorrow about 49. 7:00 tomorrow night, a little better. but temperatures around 47 degrees. it will be dark at 7:00 tomorrow night. it is going to be a very chilly

election day, that is for sure. what to expect for the next storm system. once again, this will not have a huge impact on our area but could still bring periods of rain and snow. some accumulation is possible in parts of the region. even a dusting can be considered accumulation. the greatest concern will be pre-dawn on thursday, could be a little bit of a mix here and some of the roads could be slick. we'll talk much more about that over the next couple of details. the latest computer models tonight at 11:00. carol, down there, wherever you are, where the football players are, doreen and doug and i all agree tonight that that was one awful performance yesterday. >> yeah, you know, there's a lot of hand wringing. i can hear it in your voice. >> we're very disappointed. >> yeah, we are. >> coach called it a must-win. they came out and laid an egg. redskins are in a state. they lost three straight heading into the bye week. what raises the most eyebrows, what the coach said after the game.

we're going to get to that in a second. first, though, let's show you what happened on the field. redskins playing the panthers. and they struggled in all facets against this team. the defense continued to give up big plays, allowing two scoring drives and 90 plus yards. despite the redskins offense outgaining carolina, rg3 was sacked four times. and probably the worst sack, the redskins finished 3 for 15 on third down. here now are the surprising words from the coach who said molts after the final whistle. >> obviously disappointing. a must-win game gives you a chance to play for a play-off spot. at the midway point when you're 3-5, it's a must-win to get in the hunt. when you lose a game like that, now you're playing to see who obviously is going to be on your football year for years to come.
